ICT is an often-used international term for Information Technology (IT) because communications, such as radios, are so important in the developing world. Key to effective HADR and short-term development efforts is understanding conditions impacting human need, identifying and coordinating actions among governmental and NGO actors, and assessing the impacts of response efforts in order to adequately reinforce, re-direct, and resource effective programs. Post-disaster, post-war and/or impoverished situations require prompt and effective collaborations across a broad community both on the ground in impacted areas as well as communicating essential requirements with supporting organizations at community, regional, national, and international levels.
On a global basis, the information age is revolutionizing the way we work, think, and live. Information and its movement help determine economic winners and losers, characterize international relations, and dictate the way we communicate. Information capabilities are changing fast, and these changes are accelerating. Technologies in this area focus on sensing, analyzing, sharing, supporting decisions, conveying actions and monitoring feedback across the full range of STAR-TIDES activities. Cyber resilience also is a critical part of every phase, including when anticipating, withstanding, recovering from, and adapting after natural and man-made disasters.
In responding to emergencies Comms, Lift, and Power must be considered together. The initial emphasis after a disaster will be on delivering key supplies such as food, water, and building materials, but without communications there won’t be situational awareness of what needs to go where, and without power there won’t be communications, and both will need lift to move them to where they’ll be needed. Integrated, renewable and mobile ICT and energy solutions are key in providing sustainable support in development and reconstruction environments.
